Will every single payment over the Internet be confirmed by a one-time SMS code?

One-time SMS code verification will only be made with merchants using 3D Secure service. In Slovakia, this is almost all online stores, and about half of online stores abroad. If the merchant does not have 3D Secure, the payment will be executed without the SMS code.
